Usually no. The scanner produces a point cloud or polygon mesh. Parametric features, design intent, hole centers and controlled surfaces normally require reverse-engineering software and manual decisions.
Not by itself. Evaluate volumetric behavior, repeatability, calibration, marker layout, object scale and a validation method for the completed scan.
A scanner marketing claim does not make the full workflow a certified inspection system. Qualification depends on the hardware, calibration, software, procedure and traceable validation used by the organization.
